Mayor Carolyn Blackman and the Board of Aldermen released Executive Order #7 which states that Paragraph #6 of the Town of Dover Executive Order #2 is modified ending the Stay-At-Home Directive, residents are permitted to conduct essential business, approved recreation activities, and all other activities permited by Governor Murphy's Executive Orders.

Please remember that residents are still mandated to keep social distancing and wear masks when leaving their homes.

In addition, Paragraph #4 of Executive Order #4 is hereby rescinded and Executive Order #7 states that "All apparatuses of the parks of the Town of Dover are open and available for public use, including, but not limited to playgrounds, benches, picnic tables, jungle-gyms, swing sets, and prohibition of use of organized activities, playing fields, barbeques, picnic areas, basketball and volleyball courts".

Facility Use Application

This application is for anyone seeking a permit to utilize the Town of Dover parks or fields for an event.  Application must be completed in its entirety and submitted with the proper Certificate of Insurance coverage (if applicable), security deposit, and payment 30 days prior to event date for approval from the Recreation Department and the Administrative Office. See application for Fee Schedule.

As always, please contact the Recreation Department with any questions, you may have regarding the rental of our parks and fields.

The Town of Dover Recreation Department has a new Facebook Page!!

Dover Recreation wants to connect with Dover's families during this summer of COVID-19 to provide fun, educational, and challenging activities for your children.

The first post for our new Facebook Page is our Summer Virtual Program. The program is free and will start on Monday, July 20th. Activities and directions will be posted three days a week (M, W, F) for children, along with a few activities that include parent participation for some family fun!

Parents, don't forget to register your child(ren) using the attached forms below (1 per child) and email them back to

Majority of supplies will be provided and are available for pick-up at the Town Hall window starting on Friday, July 17th.

The Dover Recreation Summer Program registration is postponed until further notice.

The Dover Recreation Department, along with all other municipalities, have come up against an extraordinary set of circumstances for planning the  2020 summer programs. 

The Dover Recreation Department is meeting weekly with the New Jersey Recreation and Parks Association District 7 (NJRPA) discussing alternate plans and alternate programming ideas for the 2020 summer program under this COVID-19 conditions we find ourselves in.

The Center for Disease Control (CDC), along with the American Camp Association (ACA) has published a “draft” of guidelines regarding regulations for childcare, camps and summer programs.  When the official guidelines are published, we will take all regulations into consideration into what regulations need to be followed for summer programming.

Once direction is provided by State and Town officials, we will have further information to decide on the direction of the summer program.

Please note that we will keep you posted with any further updates regarding the summer program.

As of now, the following regulations are in place:


  • All Town of Dover spring activities and events are cancelled until further notice.


  • Town of Dover organized sports are cancelled until further notice, including practices and games.


  • The Town of Dover playgrounds, basketball courts, baseball field, soccer fields are closed to the public until further notice. 


  • No applications for rentals of parks will be accepted until further notice.


  • Parks are open for walking purposes ONLY with no gatherings.  All equipment in the parks are not to be used at this time.  Please keep children from playing on the equipment.


The Dover Recreation office is closed to the public.
